Phase 1 of Jumeirah Golf Estates is the original master plan, designed by Leisurecorp and built between 2007 and 2018. It contains roughly 2,000 villas across 10 villa sub-communities, three townhouse clusters, the Al Andalus apartment community, and the Jouri Hills villa addition by Arada. All Phase 1 communities sit on the original two championship golf course routings.
The 60-second answer
Phase 1 of Jumeirah Golf Estates is the original 2007-2018 master plan covering roughly 2,000 villas across 10 villa sub-communities, three townhouse clusters, an apartment community (Al Andalus), and the Jouri Hills villa addition. All Phase 1 communities sit on the Fire and Earth golf course routings. Construction began in 2007. Phase 1 is now fully delivered.
How Phase 1 was built
Phase 1 was launched by Leisurecorp, then a Dubai World subsidiary, in 2007. The opening of Phase 1 in 2009 coincided with the launch of the Earth Course and the inaugural DP World Tour Championship.
After Dubai's property restructuring through 2010-2012, the Phase 1 build-out transferred to Jumeirah Golf Estates LLC under the Investment Corporation of Dubai. Most Phase 1 villa communities were delivered between 2009 and 2014. The final residential additions, including the townhouse cluster and Jouri Hills, completed by 2018.
By 2018 the original master plan was effectively complete. There has been no further Phase 1 development since. The 10 Phase 1 villa sub-communities
Each Phase 1 villa community has its own design language and plot sizing. All 10 villa communities sit at the upper tier of JGE Phase 1 pricing. The full list:
Whispering Pines. Large plots, substantial villas, premium golf course views. Predominantly 5-7 bedroom homes.
Sienna Lakes. Lake-fronted villas built around a central water feature. Popular with families.
Lime Tree Valley. Established villa community with mature landscaping.
Olive Point. Boutique cluster, smaller in volume than other communities. Scarcity supports value.
Sanctuary Falls. Villa community with water-feature theming. Among the larger plot sizes in Phase 1.
Sundials. Sun-themed naming and architecture.
Wildflower. Established villa community, family-oriented.
Flame Tree Ridge. Elevated plots with course views.
Orange Lake. Compact community oriented around a central lake.
Sienna Views. Sister community to Sienna Lakes, focused on view-driven plots.

The three Phase 1 townhouse clusters
JGE Phase 1 also contains three connected townhouse developments:
Jumeirah Luxury. The flagship townhouse community within Phase 1. Mix of 3-bedroom and 4-bedroom units with high-end specifications. Smaller plots than the villa communities but priced at premium townhouse levels.
Redwood Park. A more recent townhouse addition with a contemporary architectural style. 3-4 bedroom units. Popular with younger families entering JGE at a lower price point than villas.
Jasmine Lane. Boutique townhouse cluster, smaller in volume. 3-bedroom units predominantly.
The townhouses sit at the mid tier of JGE Phase 1 pricing, between Al Andalus apartments at the entry level and the villa communities at the upper tier.
Al Andalus, the Phase 1 apartment community
Al Andalus is the Phase 1 apartment and townhouse community. It is structurally different from the villa communities. The apartments are mid-rise, organised around courtyards in a Spanish-Andalusian architectural theme. Al Andalus also contains a smaller townhouse component within the same architectural envelope.
Al Andalus is the entry-level option in JGE Phase 1. Apartments are accessible at price points well below the townhouse or villa tiers. Al Andalus is popular with first-time JGE buyers and tenants who want JGE access without townhouse or villa-level commitment.
Jouri Hills, the Arada addition
Jouri Hills is a 294-villa community developed by Arada within the Phase 1 envelope. It launched in 2021 and is currently in delivery phase. Although it sits within the JGE master community, it is structurally separate from the original Leisurecorp/JGE LLC build-out.
Jouri Hills villa designs differ from the established Phase 1 architectural vocabulary. The community has its own developer, sales process, and handover timeline. Buyers should treat Jouri Hills as related but distinct from the rest of Phase 1.
How Phase 1 sits on the golf courses
The two Phase 1 villa community clusters wrap the Fire and Earth course routings.
Earth Course-side communities: Whispering Pines, Sanctuary Falls, Sundials, Wildflower, Sienna Views (most of the upper-tier pricing concentrates here, driven by Earth Course views and proximity to the DP World Tour Championship event infrastructure).
Fire Course-side communities: Flame Tree Ridge, Orange Lake, Lime Tree Valley, Olive Point, Sienna Lakes (varied pricing tiers, generally less course-view premium than Earth-side).
The townhouse clusters and Al Andalus sit on the inner ring closer to the JGE Community Centre and Clubhouse, with limited direct course views.

Pricing patterns across Phase 1
Phase 1 has reached pricing maturity. The community is structured into three broad pricing tiers as of mid-2026:
- Upper tier (villas), AED 15M to 60M. All 10 Phase 1 villa sub-communities (Whispering Pines, Sienna Lakes, Lime Tree Valley, Olive Point, Sanctuary Falls, Sundials, Wildflower, Flame Tree Ridge, Orange Lake, Sienna Views). Plot, view, condition, and timing drive variance within the range. The very top of the range (AED 50M+) is reserved for exceptional plots, often in Whispering Pines, Sanctuary Falls, or one-off Sienna Views positions.
- Mid tier (townhouses + Jouri Hills + Redwood Park + Al Andalus townhouses), AED 3M to 13M. Jumeirah Luxury, Redwood Park, Jasmine Lane, Jouri Hills, and the townhouse component of Al Andalus all sit in this range. Newer or more recently-handed-over units (Redwood Park, Jouri Hills) trade higher within the range. Older townhouses trade in the middle to lower portion.
- Entry tier (Al Andalus apartments), AED 1M to 5M. Apartments at Al Andalus are the entry point to JGE.
These ranges reflect transaction patterns through 2024-2026, drawn from REIDIN community filter data and direct market observation. Specific deal pricing varies by plot, view, condition, and timing. Issue 1 of this publication contains the Q1 2026 transaction breakdown (see Issue 1).
Pricing has appreciated meaningfully since 2020. JGE Phase 1 villa values today are well above their 2020-2021 levels, with the strongest appreciation in Whispering Pines, Sanctuary Falls, and the larger-plot positions in Sienna Views.

Is Phase 1 still being built?
The original Leisurecorp/JGE LLC Phase 1 master plan is fully complete. Jouri Hills (the Arada-developed villa community within the Phase 1 envelope) is still in delivery phase as of 2026. No further Phase 1 development is planned. All new JGE construction sits in Phase 2.
